Minutes of the Meeting 18 June 2019

Present: John Purdie, Tom Kinnaird, Jack Colquhoun, Claire Graham, Sharon Kinnaird, Anne Hay, Jim Christie, Brian Menzies, Willie Clarke, Brian Di Placito

7:00 2 Chair Welcome
Chair welcomed everyone and explained about the map and the boundaries, how the heritage group were involved and the boundaries group set up and a petition entered with a decision being taken by the housing committee. Chair explained about the vote at the AGM to reject the map.

7:05 19 Procedural Decisions
Conduct of Community Councillors during and after 2019 AGM
Under 13.2 of Standing Orders this item will be heard in private

There was discussion about procedures and documents handed out to the public during meetings. It was said by some Community Councillors that documents had to be approved before they were released to the public, other community councillors said that they could hand out draft documents to the public. It was mentioned that documents should be released by the Secretary after meetings. There was discussion on which documents could be handed out, everyone agreed the agenda could be handed out, there was some disagreement about approved or draft minutes. It was noted the Scheme for establishment of community councils says approved minutes to the public. Willie Clarke proposed that Fife Council should be asked on this matter, Brian Menzies seconded but there was no vote to carry the motion. One councillor mentioned that the Community Council was constantly dealing with the same matters over and over again and other community issues were being ignored. Brian Menzies mentioned a letter he had received and asked for an apology from the Secretary for the letter. John Purdie said no. There was discussion of the map, and there was disagreement on what the Heritage Group had asked the chair to vote on. It was agreed that the Community Council would seek written clarification from the Heritage Group. One councillor indicated that they would resign, saying they were not seeing any community in this discussion.
