As this was an online meeting notes were taken sporadically and briefly.
Attending: John Purdie, Tom Kinnaird, Jack Colquhoun, Brian Menzies, Brian De Placito, Sarah Jane Ratcliffe.
Also attending: Debbie Doyle, Karen Hunter
2 Chair Welcome
Chair welcomed all to the meeting. Chair informed everyone that an application to join the Community Council had been received from Debbie Doyle. It was agreed to welcome Debbie onto the Community Council
4 Apologies: Cllr Erskine, Margaret Greer, Jim Christie. Anne Hay, Sharon Kinnaird, Police Scotland
19 Declaration of Interests: No declarations were made.
5 Minutes of the Previous Meetings
The minutes of the March 2020 and April 2021 meetings were read. The minutes of the March 2020 meeting were proposed as correct by Tom Kinnaird and seconded by John Purdie. The minutes of the April 2021 meeting were proposed by Jack Colquhoun and seconded by Tom Kinnaird.
6 Matters Arising
It was mentioned about the letter received from Lochgelly CC in the March 2020 minutes that if they wanted the boundary changed they are in stone at Lochgelly. It was also noted this had been cleared up and the matter hopefully closed.
7 Police Report
Police report was shown to the meeting.
32 Schools Update
Schools update from Sarah Jane schools in class bubbles but adults not allowed in. Head teacher was seconded to Lochgelly west and is returning the coming term. It was asked if there were any vandalism or security issues? The school is doing a lot of work in the garden and items have not been getting stolen; touch wood that continues.
9 Secretary Report
There was official confirmation that the houses near the bus stands have been granted permission. There was no information on the planning application for containers in Lochore and the Community Council agreed to ask for more information. There were two requests for donations, Benarty Parent Council and Benarty Food Angels. It was agreed to give £200 to Benarty Food Angels; John Purdie proposed it and Brian Menzies seconded; Brian said it was a good group. There was a request for 250 from Benarty Primary parents. It was mentioned some schools used local companies to get the hoodies and although each school is different they are normally purchased by this time. The Community Council was to ask for clarifications as it was at the end of term. A response on the procedure for boundary changes which suddenly appeared in the Fife Council Scheme for Community Councils was received, and that the procedure had been submitted during the consultation. John Purdie to contact the Community Council department on clarification on the declaration of interest and the procedure for boundaries in the new Fife Scheme for Community Councils
8 Treasurer Report
Jack Colquhoun gave a report. Not much since last statement. The Community Council had lost the second signatory due to a resignation, and were looking for someone to come on board as second signatory. Sara Jane Ratcliffe volunteered. Jack Colquhoun said one item from the audits we need to address is the cheques to Benarty Fundraisers which have not been cashed and are now void. The Community Council agreed to contact them. Sara Jane Ratcliffe said she would get details of who best to contact. Brain asked about the donation was given to start a young running club at the cycle track has that group been formed? Debbie Doyle still going ahead and in the process of getting started up, but like all things it had been delayed by covid.
36 Micro Grants
The Community Council discussed the procedures for the Micro Grants and decided to look at applications in private at the end of meetings.
12 Any other Competent Business
Brian Menzies mentioned that he had reported to the Outdoor Education centre about canoes going into the rushes where the swans and ducks had nests and had received a positive good response. The Community Council noted that Swans were protected and looked forward to the promised implementations. Tom Kinnaird noted about the train taken from the meedies and do some welding and all were looking forward to that being completed. The cairn for the church bells has been agreed but it has been tied in with other work. It was asked if there was any news on cleaning on pit head? Nothing yet; a feasibility study needs to be done first, and. still to hear proposals plus any engineer inspection.
Chair thanked everyone. As the covid situation was still ongoing future online meetings would be planned and announced until the situation was back to normal and the community council could meet in person.
