Here are the approved minutes of the 22 August meeting
As this was an online meeting notes were taken sporadically and briefly.
Attending: John Purdie, Tom Kinnaird, Jack Colquhoun, Debbie Doyle, Brian Menzies, Brian De Placito, Cllr Rosemary Liewald
Also attending: Frankie Hodge joined and left during the meeting as did some telephone numbers (this is due to the meeting being on Google Meet which allows this.)
2 Chair Welcome – Chair welcomed everyone to the meeting.
4 Apologies were given for Sharon Kinnaird, Jim Christie, Margaret Greer, Anne Hay, Sarah Jane Ratcliffe.
19 Declaration of Interests – No declarations were made
5 Minutes of the Previous Meetings – The minutes of previous meeting were read. They were proposed by John Purdie and seconded by Jack Colquhoun
6 Matters Arising – There were no matters arising
7 Police Report – Police report for July and August were read out.
32 Schools Update – Sara Jane was not present to provide a report, the schools had just returned.
37 Litter Collections – Debbie Doyle proposed setting up a litter collection event involving the schools, to engage the children and perhaps include a trophy to promote friendly rivalry. Perhaps contact local companies could also be contacted for help. What would be the procedure? Contact schools? Rosemary suggested to contact the Jnr branch of Fife Street Champions. Tom Kinnaird asked if the Safer Community Teams still supply litter picking equipment? Rosemary said yes and that collections of the litter can be arranged. There was agreement to go ahead with this, firstly contacting Fife Street Champions and the schools.
9 Secretary Report – John Purdie gave a report about planning, the item about the Boundaries procedure in the Scheme; the response was it came from the consultation and was from the North East of Fife. John had also asked about the proposed containers in Lochore, when they would be going to a council meeting but not had any reply. Rosemary said there was a backlog in planning. John had asked the centre about the possibility of physical meetings and been told that there are no further updates, but we will be kept informed of any changes. There was a request detailing the planning granted for the Land West Of Ballingry Road And Marshall Place with a request for suggestions for the street name. The developer has suggested “Whitewood Meadows”. Also suggested were – Whitewood Park, Meadows Rise and Park View. It was agreed to get as much public input as possible. Debbie asked if possible to meet in person? We could but we have to consider the public who are entitled to attend Community Council meetings. Agreed to look at physical meetings again. Tom had asked, in a personal capacity, the Cowdenbeath area committee if the road signs for Glencraig can be aligned to the boundary and told that although the community council boundary has moved the settlement boundary has not. Brian noted the boundary change was made diplomatically and the correct decision was made but there are some people in Lochgelly still wanting the boundary to go back. When the school was opened in 1987 it was stated in the program it was stated the school would be built “north of Lochgelly”. Lochgelly boundary is marked in stone. Rosemary noted that even though the Community Council boundary had changed the geographical boundaries had not. Tom noted that the settlement boundary had implications for the community council as a consultee.
8 Treasurer Report – Treasure gave report gave balance including bells project and noted that we had received latest micro grant payment in. Had a question about the Bells project and was told it will be completed this year. Rosemary agreed and said it would be incorporated into the work at the meadows as the contractor would be the same as the one doing the play park, and any shortfall would be met by Cowdenbeath area. Brian asked who the contractor. Rosemary apologised and said she did not have the information but would get the details to him. Brian said it has taken almost eight years and very pleased that Cowdenbeath are has now made a move. rosemary we all felt that it could not sit for any longer. Brian asks if the parish churches and chapel will some of the older people be approached for information? Rosemary said that would be the way to go for the plaque. Tom asked if the same contractor for the Bells Project does that mean the play park money been allocated? Rosemary did not have those details to hand. Brian de Placito asked if there were plans for the public to see what it will look like? Will there be a consultation as previously things were done without consultation. Debbie said she believed there should be a consultation and even a 3d model for feedback.
12 Any other Competent Business – John raised the issue of wall at the play park in Martin Crescent. Rosemary said she had took photos which had been submitted to Cowdenbeath team. There was a ward meeting on 16 September and it will be on the agenda. Tom added that he asked all Cllrs, ward manager and area manger and Rosemary was only one who turned up, that it was disappointing that out of six officials only one turned up. The wall and the play park has deteriorated significantly. Willie Clarke had a lot to do with the play park and when there was flooding in that area the damage was raised at that time and said it was in hand. Brian how many surveys has Fife Council done in the area regarding flooding in the winter in the Cowdenbeath area? Rosemary noted there was a consultation in Cardenden. Tom noted that the Cycle Park was surveyed by SEPA and SEPA’s advice was not to develop the area. Brian said the reason he was asking is that it is a worry for the whole Cowdenbeath area, there are lots of areas are known for flooding and it should be a priority to survey the areas.
36 Micro Grants – The Community Council agreed to grant the request from Benarty Parent Council for £200 for hoodies for P7.
