BENARTY COMMUNITY COUNCIL THURSDAY 4 APRIL 2024 7:00 PM to 9:00 PM

Chair Welcome

Chair welcomed all to the meeting.

Present John Purdie, Jack Colquhoun, Charlotte Howe, Lisa Reid, Maggie Bell, Debbie Doyle, David Hynd, Pauline Grandison (Coalfields Trust), Cllr Erskine, Cllr Lockhart.

Apologies Anne Hay, Sarah Jane Ratcliffe, Kath Donnachie, Wattie Watson, Stephen Scott.

Declaration of Interests

There were no declarations of interest.

Minutes of the Previous Meeting

The minutes of the previous meeting were read. They were proposed by Jack Colquhoun and seconded by Lisa Reid

Matters Arising

Charlotte Howe gave a quick update about certificates for the Citizen of the Year, that the Group Award will receive individual certificates.

Police Report

The Police report had been emailed, and had been circulated to Community Councillors.

Reports

There was little to report from Benarty Primary, an inspection is due in April. Treasurer reported on the monthly statement and issued the annual accounts ahead of schedule. Treasurer now had a debit card and the forms for applying for the grant from Fife Council had arrived. Secretary reported the response about the number 13 bus service. It was decided to write to Bay Travel to ask for passenger numbers and to see if they would reconsider the service, perhaps doing a more direct route. A Facebook post would be made for the SEPA consultation. The Community Council agreed to raise a complaint in regard to the Scottish Ministers decision not to have an Environmental Impact Assessment for the proposed Battery Storage Facility.

Logo

There was discussion on a Logo and a basic design was picked but it was agreed that it will be a work in progress.

ICO Registration

The Community Council decided to register with the Information Commissioner’s Office.

Local Place Plan

The local place plan was discussed. There was dislike of the layout and the images used. More maps were needed and more detailed policy noting. It was pointed out these were in a previous draft but were removed on advice. It was agreed that Pauline Grandison would update and insert the content into a template which a couple of other local community councils who were using, keeping the 28 day consultation within the deadline.

Open Forum, Any other Competent Business

Cllrs updated the Community Council on the situation with Kids Come First.

Micro Grants

There were no micro grant applications.
