Recently there has been an uptick of street litter, in part due to quite a few bins not having lids. Therefore wind and wildlife are removing items that should be binned, and when being emptied some items are falling out the bins. This creates a lot of extra work for the sanitation services.
If your bin is broken you can report it online and request a replacement.
