Matters Arising |

|
a) Ore Energy Park: BCC’s response to planning application.
b) Firework Control Zones: Take up with Fife Council, with help from D Barrett MSP.
c) Inchgall Avenue: Cllr Erskine gave an update on the current position re Phase 2 of the work.
d) FC Grant: S J Ratcliffe confirmed that the application for this year’s grant had been submitted.
e) Passageway Under Bridge in Lochore: J Morrison to speak to Fife Council workers the next time they are in the Benarty Centre to see if they have information about opening/closing times for the gate.
f) Dallas Doyle Park Flooding: To be covered when representatives from Fife Council attending the meeting.

Reports |

a) Secretary: The Secretary presented her report that had been circulated with the papers for the meeting.
i. Flooding Catchment Survey: Officers from Fife Council had been expected to attend the meeting, but this has now been postponed until the Ballingry Surface Water Management Plan has been completed – possibly January or February next year.
ii. New Houses Opposite Benarty Square: The BCC discussed the issues that had been raised by residents on this planning application; and also those that had been made re housing at the time of the planning application for business premises on that land. The BCC confirmed that it would not be objecting to the planning application.
iii. FCCAN Request: Secretary to circulate the questionnaire for members to complete.
iv. LCP Event: J Purdie to publish the poster on the BCC’s website and other social media pages.
v. Forestry Management: Secretary to send a copy of the list to J Purdie.
vi. Correspondence: The BCC noted the other correspondence that had been received, as noted in Annex A to the Secretary’s report.
b) Treasurer: The Treasurer presented her report that had been circulated with the papers for the meeting. The Treasurer also explained about the funds that had been deposited to the BCC account in error, which were due to the Community Shop. The Treasurer alerted the Shop to their error and transferred the money back to them.
c) Police: The BCC discussed the report by J Purdie on the last meeting with the Police, which he had attended in lieu of S J Ratcliffe. The BCC also discussed the report that had been received from the Police.
d) Schools: No-one from the schools were in attendance.
e) Westfield Community Liaison Committee: The Chair reported that he had been unable to attend the last meeting but had received feedback from the company. The main issue discussed was about the planned solar park.
f) Local Councillors: Cllr Erskine reported on the following.
(i) Lochgelly School Pool: The pool is not open to members of the public; only to swimming groups. A cross-party working group has been established to consider leisure centres, their opening times and memberships.
(ii) Incinerator: There appeared to be evidence that lorries were still using the wrong route to access the incinerator, ie travelling through villages. This needs to be addressed.
(iii) OnFife: Regular meetings have been held with OInFife to make sure that spaces are being used across the region.
(iv) Ambassadors (older pupils): Work is ongoing for the Ambassadors to encourage younger pupils to get involved.
(v) Antisocial Behaviour: There have been a few serious incidents and work is ongoing to address this.
(vi) Benarty Fun Group: Funding had been made available so that the work on Santa’s sleigh could be completed. Enquiries had also been made about the potential transfer of a piece of land so that a garage could be built for the sleigh. Advice was that the land did not belong to Fife Council so it could not be released as an asset transfer. |

Any Other Business |

|
a) Lamp Posts in Crosshill: S Colquhoun reported an issue with a lamp post in Park Street and also one in Benarty Avenue. Cllr Erskine agreed to look into the problems.
b) Traffic Cones in Lochore: L Michie reported that there was an issue of traffic tailbacks due to the traffic cones between Benarty Primary School and the Co-op. It seems that work is being carried out by Scottish Water. |
