Minutes of Meeting 25 October 2018, Benarty Centre, 7 PM

3 Present
John Purdie, Tom Kinnaird, Jack Colquhoun, James Christie, James Carr, Mary Nardone, Anne Hay, Brian Menzies, Brian De Placito, Willie Clarke

4 Apologies:
Mary Nardone mentioned that David Moore may not be present due to ill health of a family member. Willie Clarke said that members of a committee should make an effort to submit their own apologies.

2 Welcome and Introductions
No Fife Councillor was present. John Purdie took the Chair and welcomed everyone.

13 Declaration of interest
In the opinion of the Temporary Chair there were no items requiring declaration of interest

14 Appointment of Office Bearers
John Purdie asked for nominations.

Chair: Jim Christie nominated Tom Kinnaird, seconded by Jack Colquhoun. There were no other nominations and Tom Kinnaird was duly elected Chair.

Vice Chair: Willie Clarke nominated Jim Carr, seconded by Jim Christie. There were no other nominations and James Carr was duly elected Vice Chair.

Secretary: Jim Christie nominated John Purdie, seconded by Tom Kinnaird. There were no other nominations and John Purdie was duly elected Secretary.

Treasurer: Brian Menzies nominated Jack Colquhoun, seconded by Willie Clarke There were no other nominations and Jack Colquhoun was duly elected Treasurer.

Tom Kinnaird took the Chair and thanked everyone for the election of Office Bearers then asked if there was any other competent business.

12 Any other Competent Business
John Purdie presented information to the community council since the last meeting of the old community council in September.

Documents from the last Community Council have been archived at Benarty Library should anyone need to access them.

Planning received: 10 Sep, work commenced by Paul Glencross on two story extension 8 Oliver Street, registered by Fife Council on 17 October. Application registered by Charlotte Howe for single story extension at the Manse in Ballingry, 149 Ballingry Road on 19 September, permission given 2 October.

There was a discussion on the Armistice Service, and the fact that it was the 100th Anniversary, including plans for any special events. John Purdie informed the Community Council permission was given to Mr Stephen Nardone to handle the matter, as agreed at the September meeting.

The response from Cllr Liewald in regard to the funeral price increase was delivered to all Community Councillors and opinions were sought as to the contents. It was noted that the email from Cllr Liewald clearly said that Fife Council had agreed to use discriminatory pricing on weekend funerals and had admitted as such in writing in the email. It was decided to continue the campaign to revoke the price increase, and if necessary gain support from other Community Councils and take the matter to the press.

John Purdie had attended two meetings of the Lochore Meadows Development Board since the last Community Council meeting, and things seemed to be improving, with the election of Lorna Gallagher (recently married and known to most present as Lorna Bett) as Chair, and additional moves forward.

John Purdie outlined a numbering system for the Agenda and Minutes which would be used to simplify and codify individual elements with the hope that a database for Community Councillors can be created for easy access and searching of information.

15 Dates of Future Meetings
A short discussion on the meeting dates was made during the meeting and it was decided that the Community Council should still meet in the first Thursday of the month. The draft November Agenda handed out to Community Councillors included a similar topic and it may be revisited at the November meeting.

The Chair thanked everyone and closed the meeting.
