Minutes of Meeting Thursday 3 November

Chair Welcome
Chair welcomed everyone to the meeting. Chair noted the passing of Jim Hay, husband of Anne Hay, and a minute’s silence was held.
Declarations of Interest.
No declarations of interest were made.
Armistice
Stephen Nardone updated everyone on the latest for the Armistice Service. Everything was arranged, and at Ballingry Cemetery Jim Carr would be providing a small service, the arrangements were made for road closure, a piper and organist arranged, on the Sunday there would be the laying of wreaths and tea and sandwiches at the Bowling club. The Community Council agreed to cover the costs of the bowling club. Debbie Doyle was to co-ordinate and Debbie Doyle also offered to lay the wreath on behalf of the Community Council.
Police Report
No police were present, nor was there a report. It was mentioned that some officers were on annual leave.
Exceptional items
Chair allowed Sarah Jane Ratcliffe to present her report early. Sarah Jane Ratcliffe provided details about the recent meetings concerning the temporary merging of St Kenneth’s and Lochgelly South, and that although St Kenneth’s was broadly supportive issues had been raised by parents in relation to parking and possible anti social behaviour and that modular units were discussed to alleviate crowding, although St Kenneth’s does have capacity, and it was hoped that the improvements to help with the temporary situation would end up being permanent at St Kenneth’s. The Community Council agreed to write an email to the Officer at Fife Council.
Euan Pearson was not in attendance as expected, the Community Council did have some questions and it was agreed the Secretary write to Euan for answers. Alex Laurenson and Pauline Grandison gave a presentation and information about Climate Action Towns and Local Place Plans. The Community Council agreed to participate in the Climate Action Towns and to participate in a Local Place Plan. The Local Place Plan would need to be submitted by October 2023.
Minutes of the Previous Meeting
The minutes of the previous meeting were read. They were proposed as correct by Charlotte Howe and seconded by John Purdie

Reports
Secretary gave an update that the Bells money had been received and was due to be handed to Fife Council, Secretary encouraged all Community Councillors to promote the citizen of the Year project and there was a note about the Community Council submission for the 20MPH zone in Ballingry that the B920 was not in the remit for the 20MPH. The Treasurer gave an update, mainly noting the situation with the Bank of Scotland and the procedures for opening an account with Benarty And Lochgelly Credit Union. The Community Council agreed to open an account with the Credit Union.
Open Forum, Any other competent business
Charlotte Howe brought the issue of the Community Asset Transfer of Ore Park to the Sons of Struth Football Academy to the Community Council. Charlotte Howe noted that the name of the academy will be changed to Benarty Youth Sports Academy and that football will just be a part of what will be available, and that other sports will be offered at the park and that it was planned to spend a large sum of money on the facilities.
