BENARTY COMMUNITY COUNCIL MINUTES OF MEETING ON 02 FEBRUARY 2023
Present: Debbie Doyle (Chair), John Purdie, Jack Colquhoun, Tom Kinnaird, Charlotte Howe, Lisa Reid (member of public), Sarah Ratcliffe, Anne Fitzpatrick (Community Social Work Team), Diane Cassidy (Benarty Education Worker). Cllr Liewald

2 Chair Welcome
Chair welcomed all to the meeting.
19 Declaration of Interests
Debbie Doyle declared an interest in the microgrant application and the Citizen of the Year.
39 Exceptional Items
The Chair introduces the following exceptional items:
Anne Fitzpatrick from Community Social Work Team, Anne is looking to set up a community hub in the Benarty area with the new initiative. It would be delivering within schools and established hubs offering support and advice. Leaflets were made available and dates will be forwarded when set up so they can be circulated on social media.
Diane Cassidy, Benarty Community Education Worker. Diane has started as Community worker and is organising meetings and courses, and is already communicating with a lot of local groups with programmes up to Easter.
5 Minutes of the Previous Meetings
The minutes of the previous meeting were read. They were proposed by Charlotte Howe and seconded by Sarah Ratcliffe.
6 Matters Arising
Scottish Water had responded but it was felt the answer was unsatisfactory and it was agreed to try and elevate the matter.
Lisa Reid was nominated onto the Community Council.
Cllr Liewald gave an update on the recent events concerning the play park situation at Lochore Meadows and the Cowdenbeath Area Committee meeting. Cllrs had met local groups and recommendation 2 was agreed by everyone, although there were still ongoing concerns and no start date as yet, and consultations were still ongoing.
7 Police Report
The police sent their apologies and a monthly report, which was to be circulated to Community Councillors.
40 Reports
Sarah Ratcliffe gave a report on the update of decamping Lochgelly South to St Kenneth’s , barriers will be removed to allow for more bus stops with space for 3 buses There will also be a new car park, four additional classrooms with their own facilities and some work is already underway. Lisa Reid gave information on Benarty Primary; it is getting back to normal, there had just been a disco for the kids, moving of the car park seems to be working and money has been awarded to start a pantry in the school It has been arranged for people to come into the school to teach cooking and combat food waste. Jack Colquhoun gave an update on the accounts, noting the new layout, that the microgrant money had arrived and that the money for the newsletter from Unison the Union had arrived in the account and that this would be ring fenced for the newsletter. John Purdie gave updates on the meetings attended, including the Climate Action Town meeting. It was agreed to contact the Community Forum to work together on the Climate Action Town and the Local Place Plan, with the option of also including Coalfields Regeneration.

17 Citizen of the Year
The Community Council voted on the Citizen and Young Citizen of the Year.
36 Micro Grants
The Community Council agreed on full microgrant payments for St Serf’s Toddler group, Lennon Docherty and the Litter Pickers
