BENARTY COMMUNITY COUNCIL MINUTES OF MEETING ON 05 JANUARY 2023
Present: Brian Menzies, John Purdie, Jack Colquhoun, Charlotte Howe, Sarah Jane Ratcliffe, Brian De Placito. Euan Pearson (Fife Energy park) Victoria Pearson, Tom Kinnaird (Members of the public)
2 Chair Welcome
Chair welcomed all to the meeting and wished everyone a happy new year.
4 Apologies
Anne Hay, Debbie Doyle, Police, Stephen Scott, Peter Keicher.
19 Declaration of Interests
No declarations of interest were made.
39 Exceptional Items
The Chair introduces the following exceptional items: Proposal of Application Notice Fife Environmental Energy Park, Westfield, Ballingry. Euan Pearson gave a presentation on the application and answered questions and distributed plans. Euan noted that the owner of the site was looking to sell off plots for development, the owners then responsible for planning.
5 Minutes of the Previous Meetings
The minutes of the previous meeting were read. They were proposed as correct by Charlotte Howe and seconded by John Purdie.
6 Matters Arising
John Purdie noted that Debbie Doyle had given a final figure from Stephen Nardone on the poppy collection from 2022 and the amount was £2,230.
7 Police Report
Police sent apologies report circulated and summarised by Chair.
42 Fife Youth Sports Academy
The Community Council discussed the requested letter of Support for The Fife Youth Sports Academy. A vote was taken and it was in favour of sending a letter. Brian Menzies resigned and left. John Purdie took over the Chair for the remainder of the meeting.
43 Street Naming
The Community Council discussed the street naming and decided that a street named after Willie Clarke was their recommendation.
40 Reports
Sarah Jane Radcliffe reported that there was not any major updates, the process of St Kenneth’s and Lochgelly South had gone through committee. There was the appointment of a new Deputy head and the possibility of new facilities after the temporary merger of St Kenneth’s and Lochgelly South although nothing definite had been proposed. Jack Colquhoun updated the financial report noting that there was an error with the Micro grants and the balance after the last round was £100 not £50. It was agreed that the £50 compensation received from the Bank of Scotland was to be put with the ring fenced savings amount. John Purdie noted about the unauthorised to the website and the Community council agreed to work toward a local place plan although a special meeting may be required for a refresher and decision making.
12 Open Forum, Any other Competent Business
Tom Kinnaird brought up the issue of the area currently used by the Events Group for long standing local events and asked if the Community Council could work with Fife Council with some sort of protection for the area. It was agreed by the Community Council to approach Fife Council with the suggestion. Tom Kinnaird asked if the Community Council could contact Scottish Water in regard to the recent flooding and this was agreed.
17 Citizen of the Year
The Community Council agreed to extend the period for nominations.
36 Micro Grants
The Community Council agreed to look more closely at the microgrants and manage the amounts more.
