Here are the approved minutes of the September meeting.

2 Chair Welcome – Chair welcomed everyone to the meeting.
4 Apologies were given for Sharon Kinnaird, Brian De Placito, Jim Christie, Margaret Greer, Anne Hay, Sarah Jane Ratcliffe, Cllr Liewald, Cllr Erskine, and Cllr McLelland.
19 Declaration of Interests – No declarations were made
5 Minutes of the Previous Meetings – The minutes of previous meeting were read. They were proposed by Jack Colquhoun and seconded by Debbie Doyle
6 Matters Arising – Debbie Doyle updated everyone on the progress of the Litter Collection. Debbie had made contact with a few people and matters were progressing. The Police also showed an interest in participating.
7 Police Report – The Police gave their report and answered questions about ongoing issues at NISA, and matters relating to vandalism at Benarty Primary; they had spoken to children, given talks to the local schools, and were also looking at doing a hub for better communication with the community.

32 Schools Update – Sarah Jane Ratcliffe was not present but sent information that she had met with police at the gates of St Kenneths and was looking to speak to Councillors and contact the Safer Communities Team.
9 Secretary Report – John Purdie gave a report about planning, detailing the items received; garages being added by house holders and extension of shops at NISA. Suggestions for the street name had been received and these would be collated and sent to Fife Council. It was agreed to contact planning again to find out the current situation of the containers in Lochore.
8 Treasurer Report – Jack Colquhoun gave report gave balance of £7,904 with money ring fenced for the Bells Project and the Micro Grants scheme. Nothing much had changed, the application for the annual grant had been submitted to Fife Council and changing of signatories was still ongoing. It was agreed to write to Fife Council to get clarification and information on the Bells Project, and the ring fenced money the Community Council holds for the project. It was again noted that the contractor who does the play park in the meadows would do the Bells Project but there was no actual contractor yet.
12 Any other Competent Business – Tom Kinnaird explained that he had spoken to Officers at Fife Council about the difference between the settlement boundary and the Community Council boundary and why it was important the road signs between Benarty and Lochgelly clearly showed the boundaries. The Fife Council Officers were not of a mind to change them but Tom informed the Community Council that new laws from the Scottish Government were due to come into effect which would help communities with this matter. Tom Kinnaird noted that he had asked if a sign could be put on the Hill Road so people knew when Fife ended and Perth and Kinross began, but apparently Fife Council did not put signs on minor roads. Brian Menzies brought up issues with Lochore Meadows and the camping and motor homes. It was agreed to write to Fife Council to get answers to questions. There was agreement to get youth representatives on the Community Council.
36 Micro Grants – No Micro grant applications had been received. It was noted that the Community Council should try and promote the grants more.
