BENARTY COMMUNITY COUNCIL MINUTES OF MEETING ON THURSDAY 01 JUNE 2023
2 Chair Welcome
Chair welcomed all to the meeting.
Present: Jack Colquhoun, John Purdie, Debbie Doyle (Chair), Charlotte Howe, Lisa Reid, Steven Scott, David Westwater (Safer Communities).

39 Exceptional Items
Chair introduced David Westwater from Safer Communities. David Westwater explained what Safer Communities do. He is the lead Officer for the Cowdenbeth and Glenrothes areas and his team deal with a varied assortment of cases from Private estate which involve neighbourhood complaints to environmental complaints such as fly tipping, dog fouling etc. David Westwater noted that the issue of Ore Park came to a head a month previous and Fife Council took action by knocking down the buildings at the area, and did note that the situation did not go away but would just move on. In Levenmouth and Kirkcaldy there was a history of motorbike activity disrupting the neighbourhood and various stakeholders came together to successfully tackle the issue. For the issue relating to Benarty a meeting had been scheduled for 12 June to discuss and propose solutions. The Community Council asked to be kept informed of the outcome of the meeting and it was agreed Safer Communities could attend future meetings of the Community Council. Chair thanked David.
5 Minutes of the Previous Meetings
The minutes of the previous meeting were read. They were proposed as correct by Jack Colquhoun and seconded by Charlotte Howe.
6 Matters Arising
Charlotte Howe asked about the template for the letter of support and John Purdie said that there was just a basic template which was in line with what was already being issued but the template would be circulated to Community Councillors
7 Police Report
No police were present, and no report was submitted.
40 Reports
Lisa Reid noted the parent council meeting had been rescheduled, the playground markings will go ahead during the summer recess, there will be a summer disco and funding had been applied for and received. Jack Colquhoun handed around the audited accounts. Jack Colquhoun noted that the signatories had been sorted out, the local branch can deal with online banking applications rather than sending them through the post. It was proposed and approved the newsletter committee had its own bank account. John noted items in previously submitted report and the Community Council agreed not to submit a response on the Scottish Parliament boundary changes. John Purdie had also attending the Benarty Centre Management Committee where it was noted the café was being considered for putting out to tender, new staff were being hired to cover the front desk during the day and the community worker had a wide range of activities planned for the summer. Charlotte Howe updated on the newsletter, the new issue was due out soon, the bank holiday delaying the printing, and the new issue will have the new logo and a raft of articles.
44 Local Place Plan
The local place plan was discussed and it was agreed to have a meeting as quick as possible to get things started, all Community Councillors can be included along with invited participants, and the Community Council would again search for possible templates for Local Place Plans. A meeting date was agreed.
12 Open Forum, Any other Competent Business
No Items were put forward

36 Micro Grants
The Community Council agreed an award to Benarty Primary Parent Council of £250 and £100 to Home Start Cowdenbeath. The Community Council also agreed to update the application form.
